Construction of the 911 Emergency Center in Lima

The Panedile-PDCI consortium (Peruana de Construcción e Infraestructura) is undertaking a strategically significant project in Lima, Peru: the construction of the 911 Emergency Center, a technologically advanced facility designed to centralize and coordinate emergency response across the metropolitan area as well as the country itself.

The brainchild of the Peruvian Ministry of Transport and Telecommunications through PRONATEL, the project is receiving financing from the national government and the World Bank. It represents a decisive move toward modernizing Peru’s emergency response system, as it will unify the services of the National Police (105), SAMU (106), the Fire Department (116), and the emergency Line 100 (for domestic violence) into a single, integrated communications platform.

Set to be built on a 4,000-m² site in Lima’s Chorrillos district, the new 911 Emergency Center will house high-performance infrastructure tailored for critical operations. At its core will be a Tier 3 certified data center, built for continuous 24/7 operation with backup power, cooling, and security systems. The facility will also be equipped with advanced fire detection and suppression systems, structured cabling, access controls, and intelligent infrastructure management (DCIM) to ensure reliability and resilience.

The building’s design meets leading international standards such as ANSI/TIA-942, NFPA 2001, and Peru’s National Building Regulations, ensuring reliability, safety, and long-term resilience.

The new Emergency Center will span three floors and a basement, with a total built area of 10,019 m². Its foundations will be equipped with seismic isolators to enhance structural resilience, while landscaped technical trenches, featuring low-water-consumption green walls, will surround the building. The design also includes an on-site electrical substation, generator zones, dedicated spaces for the General Fire Department and National Police, and a video wall to support real-time, coordinated emergency monitoring.

At the core of the project is the Data Center, responsible for storing, processing, and distributing critical information for the 911 system. With an installed capacity of 1,622 kW and supported by backup generators, it’s been designed to operate with high availability and withstand any contingency.
