New project launch in Peru
On February 5, the PP NEB Consortium, formed by PDCI (Peruana de Construcción e Infraestructura) and the Peru Offices of Panedile Argentina, signed a contract to redesign and upgrade the building housing the Congress of Peru’, a project aimed at accommodating the country’s new bicameral legislature.
Awarded by the Executive Unit for the Implementation of the Infrastructure and Functioning Model for Bicameralism of the Legislative Power (UEB in Spanish), the project will be developed according to the Abbreviated Contracting Procedure and executed under the NEC4 (New Engineering Contract) framework. Widely deployed in large-scale infrastructure projects around the world, the NEC4 standard emphasizes collaboration, transparency and proactive risk management to support efficient project delivery.
The Consortium is responsible for the design, development and implementation of the infrastructure required for Peru’s new Bicameral Congress building. The project covers the refurbishment and adaptation of the Melchor Malo and Central buildings, located in Lima’s historic city center. The facilities will be redesigned to accommodate 190 legislators—130 deputies and 60 senators—as Peru prepares to transition from a unicameral to a bicameral parliamentary system in July 2026. The scope of work includes infrastructure, technology and communications upgrades to support the efficient operation of both legislative chambers and their administrative bodies.
Together, the two buildings comprise nearly 26,000 m² of floor space. First built approximately 50 years ago, they will undergo comprehensive refurbishment to meet the operational requirements of the new Congress.
The project represents an important contribution to the modernization and institutional strengthening of Peru’s Legislative Branch, providing the Congress of the Republic with functional, modern facilities tailored to its future needs.
